In a small pot, deliver 2½ cups of water and the tea leaves to a rolling boil. Flip the warmth to medium and prepare dinner at a robust simmer till the liquid is darkish and aromatic, about 5 minutes, then take away from the warmth and stir within the evaporated and condensed milks. Flip the warmth to medium-high and proceed cooking till the milk is steaming, about 3 minutes extra. Take away from the warmth. Set a superb mesh strainer in a teapot and pressure the milk tea into it. (If utilizing teabags, merely take away them.) Stir within the espresso, pour into mugs, and serve scorching; alternatively, pour over ice and serve chilled.
